The above two statements set the tone of American Independence from the colonial rule of British governments and West India Companies that enslaved Americans for more than 200 years. The British criminals (read international businessmen) slowly but steadily became the British government over Britain’s troubled evolutionary history as an Anglican protestant country from the clutches of the Catholic Church. Britain evolved from the island of criminals, (just as Andaman was kept as a Jail for criminals(read freedom fighters) in India, so too the Britain was to the then European kingdoms-an island jail) to Protestant Anglican country. From then they developed the old English language which was a coded language of sea pirates (a mumbo jumbo of all European Eurasian languages) to evade the European Kingdoms’ navies pursuit. During Victorian times it was clear that Britain became a safe house for most dreaded pirates who mainly were the plundering Spanish gallows returning from New World or Second World now called America, on the high Atlantic seas. With the money pouring into Britain the most important industry that was created was Banking and Financing for further pirate operations.
In those times the British Kings, Pirates and Bankers had separate status; Kings were rulers, Bankers were financiers for both kings and pirates for interest and insuring of the loot and Pirates were what they were or are today- looters and plunderers of high seas. A vast shipping industry was financed with approval of the British Kings and soon with looted finances Britain became a country of great sea explorers. This agreement (banker pirate king division) was well honored until the formation of East/West India Companies, where these loose compartments of British Bankers, Pirates and Kings (BPK) were legalized and at last started to substitute for each other. The Royal Charter (British Kings) created East/West India Companies with perpetual charter and Lloyds as the Insurance brokers for East India Company. All the three operated from one office and if any country does not like this one branch of BPK (pirates or East India Company businessmen) then other branch of the BPK the British Kings took over operations keeping the other two (EIC and Lloyds as managing partners).
In the Indian scenario as well this was precisely done. When Victoria took over the East India Company administration of India under their protection from the murderous rule of EIC, Victoria simply appointed EIC as managing partner of Indian country. This agreement continued until Mahatma Gandhi protested it and then British Kings disbanded the operations of EIC in India and transferred all its duties to Lloyds. The erstwhile EIC office in England (India House) was taken over by Lloyds. When in the recession this India House was auctioned one Sanjay Kapoor (a British citizen of Indian origin) bought India House and the brand name East India Company. This was hailed as a great victory for Indian born Indians. We are still waiting for some intellectual to explain us in simple terms how this is a victory for us and our murdered, plundered, suffered, and toiled brothers & sisters in India.

The interchange of the roles of BPK became a problem. Pirates are ruthless; bankers are cunning and fraudulent and kings, selfish. When few members of these each individual groups took over the branch roles of the other, there arose the question of how to safe guard the interests of the larger group members. They needed to have some civil rules to follow whenever a dispute arises over a loot or a plunder or over distribution of loot. Moreover only a general framework of distribution of loot could be framed as in each situation there were new parties, new volumes of loot. This needed a new class of citizens to administer the said framework for BPK solely for the purpose of favoring of BPK members. This new class should be able to amend some of the rules on the instructions of new BPK members. This structure needed few to administer rules for BPK and another set of few to enforce those rules for those BPK who will not follow rules. This was the birth of the Civil Administrative Services of Britain based on individual case law as it comes by called British Civil Service (BCS). This was in three divisions, civil servants, police services and judicial system. These three components legalized the plunder and loot under the name of civilizing the New World or Second World (Americas) or Barbaric Third World (Asia and Africa) for next three hundred years.
The job of BCS was to protect BKP, from their own people and the world at large where BPK jointly plundered and looted. Whichever country they took as colony the same system was created. For example in India it was Indian Civil Service (ICS) on the lines of British Civil Service with Indian Police Service and Indian Judiciary Service.
Till independence the ICS functioned as a strong arm of British Government, in protecting British officers from ordinary Indian wrath, helping in jailing Indian freedom fighters and aiding British in looting the Indian resources.
