Joe Biden, a US Senator from Delaware, was forty-two years old, and Vladimir Vladimirovich Putin, an unknown but promising KGB agent in his early thirties, was in the middle of the 1980s.

Since the “Iron Curtain” was still in place to divide Europe, there was still a great deal of distance between Western and Soviet officials throughout the Cold War. A satirical statement was made by Dmitry Peskov, the spokesperson for Putin, saying that “sometimes one can only wonder what the US president means, including when he speaks about [knowing Putin for] 40 years.”

When Peskov went on to say that it seemed the US President had “rolled back time to understand what Putin was doing 40 years ago,” the Moscow press pool reportedly burst out laughing. One can make very deep analytical conclusions about how Biden could have become acquainted with him [at that time].”

Concerning the “dictator” comment, Peskov stated that Putin “does not react and will not react” to insults like the one that Biden just delivered. Peskov also expressed amazement that “rhetoric and such expressions are employed regarding a head of state.”

One commenter, Larry Boorstein, responded to Biden’s ambiguous assertion by pointing out that “Vladimir Putin graduated from the Law Department of Leningrad State University in 1975. He joined the KGB that year and was assigned to Eastern Germany in 1985. Biden graduated from Syracuse Law in 1968. It’s unlikely their paths crossed 40 years ago.”
