Amidst allegations of sonic weapon attacks on American personnel, Attorney Mark Zaid asserts that the CIA is impeding investigations, hampering witness testimonies, and concealing vital information about the incidents involving the Havana Syndrome.
Attorney Mark Zaid claims that silent weapons are purportedly used against Americans both domestically and internationally. Havana Syndrome, often referred to as anomalous health incidents (AHIs), is a syndrome that has supposedly “in some form” afflicted public employees, their families, and pets for decades. “A constellation of unexplained and sudden symptoms, including the acute onset of audio-vestibular sensory phenomena” is referred to as an AHI.
About two dozen federal AHI victims and “lawful whistleblowers” from various federal agencies, such as the Department of State, Department of Commerce, U.S. Agency for International Development, Defense Intelligence Agency (DIA), Office of the Director of National Intelligence (OCNI), National Security Agency (NSA), and Federal Bureau of Investigation (FBI), are represented by Zaid, one of the expert witnesses who testified in May. However, it appears that some government organizations are interfering with the examination of AHIs and might even be influencing witnesses. Zaid has been “routinely provided with authorized access to classified information concerning AHIs” and has an active TOP SECRET security clearance.
Michael Beck, the initial customer of Zaid’s, “was a long-standing and decorated NSA employee who was injured during the mid-1990s at a still classified overseas location and, we believe, developed a rare form of Parkinson’s disease as a result.” Zaid introduced intelligence data from an NSA unclassified memorandum from 2014, citing Beck’s case, which states that intelligence data from 2012 “indicates that this weapon is designed to bathe a target’s living quarters in microwaves, causing numerous physical effects, including a damaged nervous system.” He continued by saying that there is no proof that Beck’s adversarial destination utilized the weapon against him or that the NSA possessed it. AHI specialist Lt Col. Edgreen also testified that the weapon is “designed to make the target feel like they’re crazy like they’re imagining things, especially on the low duration, the low-intensity long duration hits.” AHI victims are “suffering genuine and compelling health effects” as a result of the alleged attacks, Edgreen further disclosed.
Zaid claims that the CIA appears to be in charge of more knowledge about these weapons than is appropriate and that there is an alarming indication that the agency is concealing information about them. “Law enforcement and other homeland agencies” have been kept from following up on AHI leads and pursuing “criminal attacks” on American personnel, according to Zaid’s testimony in numerous instances. Rather, he continued, “CIA agents who do not possess the same skillsets or authorities have been allowed to control the investigations.”
At one point, Zaid described how the CIA reportedly tampered with witnesses and impeded the investigation after one whistleblower made a credible “Urgent Concern” complaint regarding AHIs. Zaid described the attacks as “criminal,” adding that knowledge about them “primarily exists in the shadows,” in his written testimony on May 9 before the House Intelligence Committee on Homeland Security and the Subcommittee on Counterterrorism, Law Enforcement, and Homeland Security. Zaid went on to clarify:
“The overwhelming majority of evidence concerning AHIs is hidden behind classified walls, and you will need to doggedly pursue those avenues if you truly want to understand the truth. Having had authorized access to classified information concerning AHIs, I shall not hesitate to state that based on what I have learned to date, the Executive Branch, particularly at the behest of and manipulation by officials within the CIA, is not truthfully reporting to the American people what it knows about AHIs.”
1,500 Americans May Be Suffering Due to Use of Acoustic Weapons
There may be as many as 1,500 American personnel, both domestically and overseas, who “have suffered brain and other injuries” from the neurological condition known as Havana Syndrome, according to a letter written by former intelligence officer Lewis Regenstein in early April. The first mention of Havana Syndrome was in 2016. There have been injuries to Americans, mainly in Moscow and Havana. Regenstein claims, however, that the attacks have happened in fifteen other nations throughout the world. According to Zaid’s testimony, the injuries have also happened in “Washington, D.C., Northern Virginia, Florida, and elsewhere” on American territory. In his findings, Regenstein appears to validate the claims made by several individual national security professionals that they have “been strangely afflicted even outside the White House,” such as Olivia Troye, a staff member of the National Security Council in 2019. Troye shared her narrative on a CBS 60 Minutes episode as follows:
“It was like this piercing feeling on the side of my head, it was like, I remember it was on the right side of my head, and I got like, vertigo. I was unsteady, I was, I felt nauseated, I was somewhat disoriented, and I was just, I remember thinking, … don’t fall down the stairs. You’ve gotta find your ground again and steady yourself … The “piercing feeling” lingered as she walked by an entrance to the West Wing.”
Vice President Harris was delayed for many hours in Hanoi on a visit to Vietnam in 2021, following the U.S. embassy’s report of “a recent anomalous health incident.” Additionally, correspondent Scott Pelley’s report on Havana Syndrome was highlighted in the 60 Minutes show. During his inquiry, Pelley reached out to the FBI, the White House, and the DNI for comments. Despite acknowledging the “very real experiences and symptoms” that the victims had gone through, the DNI concluded that the attacks most likely did not “involve a foreign adversary.” The same study does, however, admit that certain intelligence services “had only low or moderate confidence” in the notion that there was no involvement by a foreign opponent.
Russia Has Admitted Developing Directed Energy and Pulsed Radio Frequency Weapons
Christo Grozev and Lieutenant Colonel (Ret) Greg Edgreen, two other expert witnesses, also gave testimony regarding the suspected use of silent weapons against Americans over time. Both witnesses attested to Russia’s long-term development and application of these weapons. Edgreen clarified:
“Most people think this all started in Havana in 2016, the widely reported “Havana Syndrome,” consisting of mysterious health incidents impacting foreign embassy staff living in Cuba. This led to the U.S. withdrawing most of its embassy staff and suspending consular services in 2017 while ending rapprochement between Havana and Washington.
Those attacked reported a range of conditions, including debilitating migraines, perceived sounds, dizziness, vertigo, fatigue, nausea, anxiety, cognitive difficulties, and memory loss. Some started to develop rare cancers, tumors, and heart conditions despite no pre-existing or genetic conditions over time. In some cases, diplomats and intelligence officers were forced to leave active service due to complications from their conditions. Early reports were dismissed as psychosomatic or cases of mass hysteria.
Before Havana Syndrome, there was the Moscow Signal. From the 1950s to 1970s, Soviet intelligence bathed the U.S. Embassy and diplomatic quarters in Moscow with microwave transmissions every day. The health effects were similar to what we see today. Again, the survivors were accused of mass hysteria and told nothing about the causes of their symptoms until the government finally informed the staff in 1976 at a confidential meeting. The U.S. Embassy personnel immediately leaked to U.S. newspapers, setting off a major scandal in U.S.-Soviet relations and resulted in a Congressional Investigation which was completed in 1979.”
Edgreen and Grozev provided numerous instances of how acoustic weapons were developed in the Soviet Union and, subsequently, in Russia. Documentary proof showed that “in 2017, a military engineer serving in a commanding position in GRU’s clandestine sabotage and assassination unit 29155, was the recipient of the annual award from the Institute for Prospective Military Studies for the development of ‘A non-lethal acoustic weapon suitable for use in urban combat.'” The soldier was subsequently elevated to a “high-ranking political position as Putin’s representative in a region in Far-East Russia, a rare reward for a spy typically bestowed in the aftermath of major success in kinetic clandestine operations.” Grozev describes 29155 as “Russia’s most aggressive clandestine sabotage and assassination military unit.”
Putin’s statement about “new physical principles weapons” at the 8th Eastern Economic Forum in September 2023 was posted by Edgreen. Additionally, Edgreen clarified that the Russian Ministry of Defense’s website exhibits “weapons based on new physical principles” that incorporate “the use of novel technologies like directed energy and pulsed radio frequency.” Edgreen claims that publicly available images of Putin depict him giving scientists the Presidential Prize in Science and Innovation for their contributions to the development of weapons utilizing the same technologies.
Edgreen reports that a recent CIA officer conjectured that the technologies may have been initially employed by Soviet authorities to interfere with communications or “counter communications equipment on the roof.” The official conjectured the Russians continued to utilize radiation “to weaponize the use of microwaves” against humans after realizing “the radiation was causing health effects.”
The ongoing investigations into the syndrome are said to have received priority treatment from the White House and the FBI. In October 2021, President Biden signed the HAVANA Act to address the needs of victims of AHI. Edgreen and the other witnesses, however, are advocating for an additional HAVANA Act that would include active duty members and contractors as well as “reimburse for economic losses, similar to injury law, accounting for both past and future potential earnings.”

When control and denial are required, they are the perfect tool to employ. “Acoustic weapons (also called sonic or ultrasonic weapons, USW) are devices that use the effect of sound waves in order to kill, injure, or incapacitate the enemy. In the field of crowd control and area denial, these devices are ideal. In addition to being used as public address devices, they can also be used as non-lethal weapons to disperse or incapacitate targets through the use of high-intensity sound.” More often utilized acoustic devices that are occasionally used by local law enforcement and U.S. security forces for crowd control are called Long Range Acoustic Devices (LRAD).
