Niinisto’s report also calls for EU member states to work together to improve their military and defense readiness. He suggests that countries should invest more in security measures, aiming to allocate about 20% of the EU’s budget—around €1 trillion—towards crisis preparedness and defense.

This would help protect against threats, especially from countries like Russia, which are seen as hostile. Niinisto mentioned that the lines between internal security and military safety are becoming blurred, making it crucial for countries to collaborate and share information.

However, Russian President Vladimir Putin and his spokesperson have dismissed these claims as exaggerated stories meant to distract from issues within Western countries.
