A recent report from Congress has raised alarms about how American taxpayer money is being used. Over the past decade, the U.S. government has funneled hundreds of millions of dollars into research projects that are helping China develop cutting-edge military technologies. These technologies include things like hypersonic weapons, artificial intelligence, advanced nuclear weapons, and semiconductor technology.

What’s Going On?

The House Select Committee on China conducted a thorough investigation into how American research funding is being used. Their findings show that major U.S. universities are using federal grants to collaborate with Chinese institutions on research projects. While these partnerships seem harmless, they are actually giving China a boost in developing technologies that could be used for military purposes.

According to the committee, this funding has helped China achieve its strategic goals. The report warns that there are not enough legal protections around federally funded research, which means that taxpayer money is unintentionally aiding a foreign competitor.

Shocking Numbers

The investigation uncovered that more than 8,800 research projects funded by the Pentagon have involved partnerships with Chinese academics linked to state-controlled institutions. In addition, 185 projects received funding from U.S. intelligence agencies. Many of these projects are related to critical technologies that could have military applications.

The committee noted that a significant number of research papers produced through these collaborations focus on topics like advanced explosives, tracking systems, and drone technology—items that China could use against the U.S. military if conflict arises.

American Universities Under Scrutiny

The report specifically examined three major universities: the University of California, Berkeley, Georgia Institute of Technology, and the University of Pittsburgh. These institutions have been involved in research partnerships with Chinese counterparts that are believed to be transferring critical U.S. technologies to China.

These partnerships often operate under the guise of academic cooperation. However, the report suggests that they are actually a clever way of sending valuable U.S. knowledge and expertise to China’s military. This includes working with blacklisted Chinese entities tied to defense and security.

The Academic Connection

American researchers from these universities frequently travel to China to work with local scholars, train students, and collaborate on research. Some even partner with top Chinese companies involved in technologies that are crucial for national security.

For example, the Tsinghua-Berkeley Shenzhen Institute hosts conferences on sensitive technologies, bringing together participants connected to China’s military.

In response to the investigation, Georgia Tech announced that it would end its partnership with Tianjin University, known for its links to the military. Berkeley also stated it would start the process of giving up control over its joint research hub with Tsinghua University.

Hidden Funding

From 2011 to now, American universities have received over $426 million from China, often without properly reporting it to the federal government. Stanford University alone received $27 million from Chinese entities between 2021 and 2023.

The report discovered that Berkeley and Georgia Tech might have violated the Higher Education Act by not reporting foreign funding from China. This lack of transparency poses significant risks to U.S. national security.

What Does This Mean for Us?

The committee warns that undisclosed foreign gifts from China could give Chinese entities undue influence in American academic circles. This situation raises serious concerns about how U.S. research funding might be supporting a foreign adversary, especially at a time when relations between the U.S. and China are strained.

Despite these findings, the Biden administration has not taken any federal action against these universities during its time in office. This inaction adds to the worry that taxpayer money is being used to strengthen a competitor’s military capabilities.
