Dr. John Lott, president of the Crime Prevention Research Center (CPRC) and a world-renowned specialist on guns and crime, testified before a Congressional subcommittee on violence in mid-December and revealed some shocking findings. One of the most significant was that the Federal Bureau of Investigation (FBI) concealed the knowledge that armed civilians routinely use their firearms to stop active shooter incidents.

Lott testified (read below) before the U.S. House Judiciary Committee’s Subcommittee on Crime, Terrorism, and Homeland Security that the FBI substantially underreported the number of times armed people halted active shooters from 2014 to 2021.

Lott informed the subcommittee that the FBI employed scholars from Texas State University to identify news stories about occurrences wherein armed civilians prevented active shooter instances (characterized by the organization as events in which a person actively kills or tries to kill people in a populated, public area). Following that, the agency said that armed civilians halted only 11 of 252 active shooter instances, or roughly 4.4 percent.

Lott’s organization opted to conduct its very own investigation for such news pieces, despite possessing a much smaller budget than the FBI. What he discovered was extremely startling. “We discovered a total of 360 active shooter incidents from 2014 to 2021, and found that an armed citizen stopped 124 of these,” Lott testified. “I also found that the FBI had misidentified five cases, usually because the person who stopped the attack was incorrectly identified as a security guard.”

Lott argues that even those figures may be low, because most of the media is biased against guns and may not record all incidents. “Though we found that armed citizens had stopped 11 times more cases than the FBI reports, I make no claim that we have identified all of them,” he told the subcommittee. “It is quite possible that the news media itself never covers many such incidents. “But no one needs to take my word for it that the FBI missed many cases. All of the news stories that my team collected are listed on the CPRC website.”

Casting aside the years 2014 through 2021, Lott disclosed some even more astonishing facts to Congress. “My organization … has documented 30 cases since January 2020 where a would-be mass public shooting was likely stopped by civilians legally carrying guns,” Lott said. “During that time, there were 17 mass public shootings where four or more people were killed. These heroic actions rarely get national news coverage.”

Why did the FBI and the media lie about what happened? Lott stated in an interview a few weeks before his congressional testimony that it is all part of a systematic attempt to conceal the frequency of defensive gun uses (DGUs) from the public in order to boost the odds of anti-gun legislation. Concerning the flawed FBI data, Lott informed the agency and the media outlets that publicized the incorrect information of the massive blunder, but nobody seemed concerned about the truth.

“Not only can we not get the FBI to fix these data that they put out, but when I approach the media they refuse to fix anything,” Lott said. “At one time I would have thought that simply pointing out huge errors in government reports would be newsworthy, particularly if those government reports were being used extensively in the news. But they don’t care if the government is making errors, as long as it’s making errors in a direction that is politically acceptable to them.
